Wrong time display in Panel

Hello All

The time in the Gnome Panel is +4 hours off. If I check the settings in 
the "Date and Time Settings" Window, the correct time is shown. I choose 
the correct time zone and sync with a time server.

Why can the displaied time in the "Date and Time Settings" window and 
the panel be different? Are they not from the same source?
