I don't use dialup myself any more, but did configure it for a friend
recently.  I ran into the same problem of users without admin privileges
not being able to use the Modem Applet.

IIRC the solution was to use Gnome PPP from the repositories (Networking
section of Universe, so you may need to add the repository first).
Gnome PPP is a more versatile front end to using a modem, and allows you
to set lots of useful things easily.  It is well worth a try.
