accessing icons not placed into the system

 When I had "hoary", now I have "breezy" I was able to switch icons via "properties" ande search for a specific icon. Now any icon I try to select they allways appear translucid therefore non-selectable.

 What can I do? How do I login as root, such as in MacOS X?
