i made a new user and checked out the diff's between the home dir of the
affected user and the new user,
apparently .gconf and .gconfd dir are the cullprits.
so i just replaced them with those of the newly created user and the
lower panel worked fine again.

annoying feature: altough eg .evolution dir stayed the same with my
personal sites, evolution didnt show them when running, i found that the
responsible for this is the 'saved-state' file in the .gconfd dir,
since in this 'saved-state' there is no "evolution-history" . why is
this done? why isn't just .evolution used when starting this program
(the same for any program really). this makes using old (or moved)
homedirs really user-unfriendly to say the least.
