Strictly speaking you don't need the dpkg-dev I guess - but build-esssential is an easy way to get the bits. Also you will run into trouble if , for instance, you follow any methods that do things "the Debian Way" - like compiling modules using debian/rules and so on.
I still think this is the package to install , and I remember it was always the one recommended on #debian on freenode in the days when I used to hang out there...
