I think the OP is complaining about `man display` which indeed has no
in-depth information about the display command, but a bogus link to
the HTML docs.

OTH, incomplete man pages are to be expected in any GNU system[1]. For
example, the prefered way to document GNU programs is to use Texinfo
instead of man pages (at least that is what the FSF expects).
