ntpdate is used only when you BOOT the system.

The program that performs regular time synchronisation services is the
NTP server, /usr/bin/ntpd, which is in the separate package, ntp-server.
That program runs as a daemon, which means that it is doing its job in
the background.

Before the server can start keeping the system clock synchronised to an
NTP time source, that clock needs to be brought within an acceptable
tolerance, which is what ntpdate is used for.
