Do you actually click the radio button itself, or just highlight the
alternative theme name?  You can preview the available themes by
highlighting the theme name, but you actually have to click the radio
button to change the theme.

BTW, you can get to gdmsetup through the menus
(System->Administration->Login Screen Setup)
