Hi Norman,
I expect the package you need is either
openoffice.org2-l10n-cy - Welsh language package for OpenOffice.org
or
openoffice.org-l10n-cy - Welsh language package for OpenOffice.org
depending which version of OpenOffice.org you have installed - on 5.10 (breezy) it would likely be the former.
Then I think you would go to
Tools -Options - Language Settings -Writing Aids
and edit the spell check ( click on Edit) , which appears under "Available Language Modules" : in the "Language" drop down you should then see Welsh as one of the ticked possibilities. Select this and close.
You can also set Welsh (or whatever you wish), as default under the
Tools -Languages - Default Languages for Documents
I think this should do it for you ...
