two LAN questions

Hello all, I want to ask for advice on my LAN.
I finally got all of my samba issues sorted out, and
so now I have a second pc set up running Breezy that I
am only using as storage space via samba. My first
question is how do I set it up so that computer is
available on the network for me to access it through
the samba server and vnc for remote desktop, but it is
not connected to the internet?
The second question is about repositories. I want to
backup all of the stuff that I would need to reinstall
both of these boxes, (I guess that would just be the
apt cache?), and store it all on the samba computer so
that I could then use that location as a sort of local
repository. I only want to do this so that, if in the
future I need to reinstall for any reason, or I decide
to add another computer, I will have a repository on
that machine that already contains all of the stuff I
am going to want to use. Is this possible?
