Proposal to delegate Ubuntu membership approval to team leaders

Greetings Ubuntero's!

I've written up a proposal to delegate the granting of membership to
team leaders (well, team administrators as a group, rather than
individuals).

In addition, there is a proposal to have membership applications
processed regularly outside of the CC meetings, from Dennis Kaarsemaker:
