Slightly OT, Debian question

I have a woody server install, with 2.2.20 kernel, basic, bare bones
install, and everthing is going swimmingly, except... reboot doesn't
work, nor does shutdown -r now. No error message shows up, it just
doesn't reboot. I get the "system going down now" message on the tty
(well, ssh login) It's a remote box, so I can't just trip the reset
switch. Any suggestions on where to look for the problem? I have a nice
fresh 2.4 kernel installed, and well, can't seem to use it.
