ubuntu and wdm can't reboot from login screen

Everything _runs_ fine.  I just can't _stop_ it from the login screen. 

I have to Alt-F2, login, then issue 'sudo shutdown -h "now"'

Nope.  This machine won't bood to a CD-ROM, it's tool old.
