reportbug defaulting to ubuntu.user?

reportbug sends mail to this list for support by the community.
I've reported this behavior before Warty has been released and the
developers told us that it is like it should be.
Have a look in the list archives. Maybe it was in the developers list.
So Ubuntu doesn't use reportbug as official "reportbug"-tool.
