First, you may want to update your source list:
sudo apt-get update
if you change your source list which is in /etc/apt/source.lst, you may
look at this link first:

if you are told GPG error.
then, you may apt-cache search emacs, you may see a list of tools .
At last, you can sudo apt-get install emacs**
