I think it's Freedesktop.org.  However, GNOME already use it.  If you
start any GNOME application, you will find it behaves as you want (stay
in the Workplace that is launched from).

GIMP and OpenOffice are not part of GNOME (and currently, don't have
this feature).  Try GEdit, any of GNOME's games, and Firefox (with GNOME
support installed) and you'll see it start and stay on the Workplace
that was launched from.

In the future (hopefully, near future), all Free/Open Source  (and
probably others) applications will have support for this feature.
