Chrooted install for package rebuilding ?

Is there a recommended way to install a duplicate copy of an Ubuntu
distribution for doing package building ?  I'd like to be able to do
package builds that require large numbers of development packages, but
I'd like to be able to install the development packages in such a way
that they don't interfere with my 'real' installation and I don't end
up backing them up.  I have one 'non-rebootable' machine that has
sufficient disk space for a second installation.

I seem to remember something about dpkg-bootstrap (?) for doing a
chrooted Debian install..  I assume something similar or identical
exists for Ubuntu, but is there a better way to do this kind of thing ?
