Hi Vailima,
sounds like you have a few problems,
I have successfully installed and had a dual Win 98,
linux sytem with Mandrake and now Warty, with no
problems, but I first made an ext2 partition with partition magic,
and installed Linux to that partition. am a newbie, and found the
partitioning tool hard to understand.
The data you lost may very well been accessable,with suitable addition to
/etc/fstab  Mandrake mounts the Windows partition automatically, but
with Warty you need to add line to /etc/fstab Have a look at the unofficial
guide,  http://www.ubuntuguide.org
I included line below, and works for me, with an icon on desktop for
my Windows partition.
/dev/hda1       /windows        vfat    rw,umask=000,users,auto   0       0

Try setting up your modem in a terminal .
sudo adduser "you" dip
adduser dialout
pppconfig

enter relevant info, if your modem is a serial,  and is not detected,  
enter the serial port
it is connected to, ttyS0, ttyS1 etc, then try to connect from terminal with
pon "isp entered at setup".
