how to create /dev/vbi

I had the same issue. Using Debian unstable. Apparently a bug of
sorts.

Try:

ln -s /dev/vbi0 /dev/vbi

If that doesn't work, then:

rmmod bttv

mknod /dev/vbi0 c 81 224

ln -s /dev/vbi0 /dev/vbi

modprobe bttv

See if that helps. Also make sure that your user has rights to it.. run
the scantv thing as root if you have problems just to make sure.
