Not at all.  If you have both listed in sources.list, you need to use
pinning.  If one only wants to install a hoary kernel, however, it is
probably easiest to just download it from
ftp://archive.ubuntu.com/pool/main/l/linux-source-2.6.8.1/ and install
it with dpkg -i.
