ftp, lftp, and ncftp are ftp-clients

did you install proftpd, wu-ftpd (not recommended) or vsftpd or
something else ?

some of them (e.g. proftpd) have webmin-modules available in webmin
which might easen the configuration

you can also look at the logfiles of your ftp-server if you've enabled
logging, putting the debug-level of logging is also an idea to track
down what's wrong

you also need to realise that some ftp-servers, e.g. wu-ftpd, do all the
initial install-work for you, afair wu-ftpd creates the ftp-user and
create a /home/ftp dir with a proper structure within

afair proftpd (in debian, ubuntu) does not do any of these things,
do you have a /home/ftp dir ?
