New VTE

The Fedora Core Linux blog contains this:
http://fedoracoreblog.blogspot.com/2005/05/new-vte.html

'New VTE

VTE is the terminal code that is used in GNOME's
"gnome-terminal" application. It has a history of being very
inefficient. Well, many fixes have been pushed to the update
server for Fedora Core. Do a "yum update vte" for the
fixes.'

This leads me to a few questions:

1) When will Ubuntu pick up these changes?
2) Is there one central location from which to track changes
to Ubuntu? Presumably Ubuntu gets changes from GNOME, from
Debian, and from its own developers. The changelogs only
ever say, "New upstream release." What I'd like is a place
to see all of the changes in one changelog, rather than
having to chase down individual changelogs to their upstream
sources. Is there a good way to do this?
