Can Ubuntu LiveCD boot another installation?

GRUB!
In LILO you have always to reinstall if you change something in the 
config. For GRUB, you just edit the menu.lst file.

You could try this:
Boot from live cd
Mount your root partiton (e.g.: /mnt/root)
chroot /mnt/root
Make sure your menu.lst is ok.
grub-install
