Mixed Languages (from Warty to Hoary)

Hi

Today I did an upgrade from Warty to Hoary.
Warty was in German before. Now allmost everything (Menus and so on) are  
in Englisch.

user at ubuntu: $ cat /etc/environment
LANGUAGE="de_CH:de_DE:de:en_GB:en"
LANG=de_CH

user at ubuntu: $ locale
LANG=de_CH.UTF-8
LC_CTYPE="de_CH.UTF-8"
LC_NUMERIC="de_CH.UTF-8"

LC_COLLATE="de_CH.UTF-8"
LC_MONETARY="de_CH.UTF-8"

What happend here and how to solve?
