This is because the gweather Locations.xml file is fundamentally
broken for the UK, in particular, the <zone> entries refer to names
that the UK met office stopped using about 2 years ago.

e.g. The distributed file for Southampton has

 <zone>:RIPMS</zone>

whereas, it should be

<zone>:centralsouthern</zone>

Quite easy to fix by visits to the Met Office web site and a study of
/usr/share/gnome-applets/gweather/Locations.xml
