There is heaps on this by simply googling - that's how I got the answer.
But for the archives:
1. apt-get remove knetworkconf
2. apt-get upgrade
3. apt-get install knetworkconf

In short, the upgraded kdelibs is slightly "broken".

Cached stuff? Like all the downloaded deb's that apt/dpkg
use. /var/cache/apt/archives contains all the downloaded file that apt
installs from network repositories (as opposed to CD's etc). /var/cache is
used by a number of programs for cache data, like apache and razor/pyzor
etc.
