The seems to be a known problem:
https://bugzilla.ubuntu.com/show_bug.cgi?id=8030

Which may be fixed by the time hoary is released:
https://www.ubuntulinux.org/wiki/KubuntuPreviewKnownProblems

Until it's fixed, you should be able to run kmenuedit from a console
window, or by using the Alt-F2 key combo. You can also start
kmenuedit by right-clicking on any item in the K-menu (but not by
right-clicking on the K-menu icon in the panel).

Typing "kmenuedit" or "/usr/bin/kmenuedit" in a console window (or in
the run application window, Alt-F2) should both work, unless your
$PATH is set wrong.

Larry
