Locales may be added, substracted and configured via "Debconf" or via
configure-debian (apt-get install configure-debian), which is a program
that presents a list of packages which use Debconf, Debian's
configuration management system. (locales are under "base system" I
believe.
Then once that the locales you want are chosen, you may change the
system default quite handily via the "Languages" button on the Ubuntu
GDM login screen. Often, when certain configuration files are edited by
hand, it takes a while and a few launches to get all the apps and
utilities adjusted, albeit automatically. But when you use true system
configuration utilities as provided by Debian and/or Ubuntu, you have
less chance to glitch something.
