error from anacron monthly from scrollkeeper

I got this error emailed to me from my computer overnight:


/etc/cron.monthly/scrollkeeper:
I/O error : Attempt to load network entity
http://www.oasis-open.org/docbook/xml/4.3/docbookx.dtd


humm... so that scrollkeeper cron script needs access to the network
for its monthly cron job?  Wouldn't that possibly create problems for
users not always on a network (dialup, laptop users?).  And since it
is only one dtd file, wouldn't it make more sense to have a local copy
installed in Ubuntu to avoid that network access?
