Just found something on the German Ubuntu wiki:

Basically they suggest to put the pci modules on the blacklist, so they
are not loaded:

    sudo echo shpchp >> /etc/hotplug/blacklist
  sudo echo pciehp >> /etc/hotplug/blacklist

Maybe this helps?
