[Hoary] Update-manager notification : how does it work ?

I also find that update-manager works fine but that I never get a
notification icon. I'd love to know the intended mechanism so I could
then check logs files, fiddle time stamps, and generally try and prod
around to get the icon to appear.

Many people have the same issue (no icon) but it seems to "just
work"(tm) for loads others.
