Hoary Array 6 and modem connection

I've seen a lot of posts recommending gnome-ppp or the modem lights
applet over the Network Settings configuration.  The problem is that
you can't obtain these things without an internet connection.  If
gnome-ppp is the magic bullet that allows most people to connect,
perhaps it should be included on the install CD, or when you select
Help in Network Settings, it should say something like "If you having
trouble connecting...try this alternate route ...".  Maybe this is
covered somewhere else in Ubuntu's help system, but it wasn't obvious
to me.
