using local Ubuntu mirror

All the files I want are at:

ftp://ftp.filearena.net/pub/ubuntu-releases/
ftp://ftp.filearena.net/pub/ubuntu/

but I can't get Synaptic to find them.
Here are the (commented-out) lines in sources.list which simply don't 
work.
# deb ftp://ftp.filearena.net/pub/ubuntu/dists/ warty main restricted 
universe multiverse
# deb-src ftp://ftp.filearena.net/pub/ubuntu/dists/ warty main 
restricted universe multiverse
# deb ftp://ftp.filearena.net/pub/ubuntu/dists/ warty-security main 
restricted
# deb-src ftp://ftp.filearena.net/pub/ubuntu/dists/ warty-security main 
restricted
# deb ftp://ftp.filearena.net/pub/ubuntu-releases/dists/ warty main 
restricted

What am I doing wrong?
