 I like /etc/network/interfaces -- read a manpage about it. It's fairly easy. 
You just select interfaces that should be rised on start and define'em with 
simple:

 address = xx.yy.zz.cc
 gateway = xx.yy.zz.cc
 broadcast = xx.yy.zz.cc
 netmask = xx.yy.zz.cc

 You can also use Gnome/KDE interface editor. ;-)
