editing menus under hoary

Hey people,

The gnome help says to right-click on the menu item, and select Entire
menu -> Properties. I get no such item. If I right click I have the
option to add the menu to the toolbar, that's it. 

Something broken? Help appreciated, I'd like to edit my menus.
