Kylix3: "TComponentPallette....property out of range" error on start-up

I'm having a major issue with getting Kylix 3 to run, or run properly,
on Hoary 5.04. If the application will start-up, I find myself within
the IDE, but the menu text is corrupt or missing. I found that if I
highlight the menu entries with my mouse cursor, passing over them
leaves the menu entry visible. When it won't start-up, I get a tall,
narrow dialog box with this message inside:
TComponetPalletteTabcontrol property out of range
All I can do is click on the "OK" button and watch some of the
application flash before me and die.
I made some adjustments as specified by the Borland site for this
matter, and that helped me to at least get the program to start-up. That
was when I got the corrupt menu text. Now, it won't startup.
Version installed is whatever is currently available through Borland's
Open Source site. I installed as root to get system-wide access to the
kylix libraries (hopefully useful to other programs that rely upon kylix
libraries) and adjusted prefix to /usr instead of /usr/local. starting
up from a term window (startdelphi) shows nothing as to what is
happening.

Is this application using Wine to run Win32 code, or is this
multi-platform compliance that doesn't apply in this installation?
It appears that I need some Enlightenment updates or additions?
I would greatly appreciate help from anyone who is successfully running
Kylix3 Open Source on Hoary. Let me know what you want to see from my
system.
