You can grab the file manually from:

http://de2.vlsm.org/dists/hoary/de2ui/binary-i386/xlibmesa-glu-dev_6.8.2-10_i386.deb

And install it using 'sudo dpkg -i xlibmesa-glu-dev_6.8.2-10_i386.deb'.
