There's a package in universe called mail-notification, install it.
Then configure it by going to System -> Preferences -> Mail
Notification.  Enable it to be run on startup, add the necessary
accounts, etc.  Then to run it without restarting, just go to
Applications -> Run -> and type mail-notification.  Should work, I just
installed it and tried it just now.

Evolution does this out of the box for me.
