Hoary upgrade: no network connection

That sort of question is best posted to the ubuntu-users list, rather
than the -devel list.  The developers monitor both lists, and many
people are there to help you.  The -devel list is mainly for discussions
involving development work in progress.  Having said that, I'll try and
answer your question.

Try creating a file named 'tulip' containing only the word 'tulip',
in /etc/hotplug/blacklist.d and see if that makes it work right.  If the
other module does not load for you, you can add it to the end
of /etc/modules and it will be loaded for you on the next reboot.  You
can add it for this boot with 'modprobe'.
