KDE 3.4 - two configuring problems with KDE: 1.) session logout with shutdown option, 2.) starting a new session out of a running session

Hi, list,

Compared to other distros, it is not possible in kubuntu with
kde3.4-default settings:

a) to shutdown the system using the logout screen: there is only the
option to close the actual session

b) to start a new session by locking the running session (using the tiny
little button  within kmenu).

I searched some kde docs but havn't found anything that helps. Perhaps I
looked for wrong keywords;-(

Is there anybody on the list who remembers an old posting or knows who 
to enable  those two comfortable functions? Just short links with
documentations or infos would be sufficient.

By the way: any idea why that functions are disabled at ubuntu and
debian while they are enabled at suse and the old mandrake?
