I tried this too, with much the same result. I think it may be an
actual bug. The status bar (panel) doesn't change size when moved and
can be adjusted by right clicking a blank area and selecting
'properties' but the menu bar (panel) becomes giant, even though
'properties' still gives its size as 27 pixels (the default).
For the moment, you may be stuck with using the hide arrows to get
screen space back. Maybe file a bug as well.
No, wait; open bug 6268 seems to be the bunny. Upstream Gnome problems
with vertical panels it would appear.
