Applications on debian and ubuntu

Do applications written for Sarge run on Ubuntu or do they have to be 
tweaked? Which means, if I could apt-get beancounter or say Tomboy on 
debian, could I sudo apt-get on ubuntu also? If not, how much recodding has 
to be done?
