Make sure that anything listed when you run "locale" actually is listed
when you run "locale -a".

Currently I have LANG="en_US.UTF-8" as per a default hoary installation,
and even though locale -a lists the correct name to be "en_US.utf8" blam
(1.6.0-1ubuntu1) with libc6-2.3.2.ds1-20ubuntu13 works as it should.

In a previous installation of Gentoo I experienced a similar problem to
yours, IIRC things worked better when I changed my locale settings so
that they matched what locale -a listed (sv_SE.UTF8 -> sv_SE.utf8).
