Making folders in navigational nautilus

If by "navigation mode" you mean the old "Browser mode" then it's the
same.  Just right-click on an empty space in the directory and choose
"Create Folder", or from the "File" main menu chose "Create Folder", or
press (at the same time) "Shift+CTRL+N".

(If you right click on an empty space in Browser mode and didn't see the
"Create Folder" option, then there's something wrong in your system!)
