Like all the other replies said, the firewall is running. The
graphical interface is just a mean to see it running (or change its
configuration), nothing more.
The firewall is a system level tool. It's a good security measure i
think to keep a system administrator password for it.
So basically, yeah, the firewall is running as you've configured it
with firestarter. You can forget about it it's fine :)
