Archive: why not a separate security pool?!

May I know, why Ubuntu does not separate its security pool
from the main pool? (Debian does separate those pools)!

Without the pool separation, security updates may not
propagate as fast as it could, especially on slow links.

May I know, to whom to report this issue?
