How to find an uninstalled file?

Uh oh... how to find "apt-file" itself, since I do not use "universe".
But OK, now I have got "apt-file_2.0.3-7_all.deb"

When I tried "apt-file update";
there is an 404 Error; because there is no 
ubuntu/dists/hoary-security/Contents-i386.gz

Any clue?
