File System ???

Funny thing is, it is on a UPS. I do not have it set to gracefully shutdown on power outage. What tool in linux does this? Really, the only thing it 
does is buy me time for when I am at home and can manually shut everything down. Even though power outages are not a regular occurance, I would like 
to fix this as well if anyone has any suggestions.
