The homepage of the Linux Penguin Sticker Movement
(http://www.cc.jyu.fi/~juhtolv/linux-sticker/) claims that the image is
freely usable provided that you acknowledge Larry Ewing as the original
artist.

FYI, they also have downloadable image files and templates.
