Is the comes with c compiler

Not on a default install.

Just install the "build-essential" package : type this at the commande
line : "sudo apt-get install build-essential", and enter your user
password.

This will give you gcc, and many other related packages.

If you want to develop gnome applications, you could also install the
package called "gnome-core-devel"
